Escalation of BLA Attacks
The BLA has intensified its insurgency, focusing on both Pakistani military personnel and Chinese projects. Notably, on a recent Sunday, the group ambushed Pakistani troops in Balochistan, resulting in significant casualties. In light of these threats, China has taken proactive steps to protect its nationals involved in CPEC projects. Beijing has engaged three private security firms—Dewe Security Frontier Service Group, China Overseas Security Group, and Huaxin Zhongshan Security Service—to enhance the security framework for its citizens in Pakistan.
Furthermore, discussions between China and Pakistan have explored the formation of a joint security company dedicated to safeguarding Chinese workers on CPEC initiatives. Pakistan’s Response
The Pakistani government has acknowledged the escalating security challenges and has increased defense expenditures accordingly. In August 2024, Islamabad allocated 60 billion rupees to “Operation Azm-E-Istekham” as part of a broader defense budget totaling 2.1 trillion rupees. Subsequently, an additional 90 billion rupees was approved to bolster security measures for Chinese nationals and assets linked to the second phase of CPEC. The Economic Coordination Committee also sanctioned a 45-billion-rupee grant, directing substantial funds to both military and naval operations.
Local Opposition and Regional Implications
The Baloch insurgents have expressed strong opposition to Chinese projects, accusing Beijing of exploiting Balochistan’s rich natural resources—such as natural gas, coal, and minerals—in collaboration with the Pakistani state, while marginalizing the local population. This resentment has fueled attacks on Chinese personnel and infrastructure, aiming to disrupt what they perceive as economic exploitation.
